Job Summary
Responsible for internal business projects and programs involving department or cross-functional teams of subject matter experts, delivering products through the design process to completion. Plans and directs schedules as well as project budgets. Monitors the project from inception through delivery. May engage and oversee the work of external vendors. Assigns, directs and monitors system analysis and program staff. These positions' primary focus is project/program management.
The Program Manager, Sales Optimization, is responsible for driving strategic initiatives that enhance sales performance in new market entries. This role focuses on leveraging data-driven insights to optimize sales operations, ensuring a deep understanding of how Medicaid and Medicare interact within various states. The ideal candidate will develop and implement reporting frameworks, analyze market dynamics, and support sales leadership with actionable intelligence to improve broker engagement and market penetration.
Job Duties

Active collaborator with people who are responsible for internal business projects and programs involving department or cross-functional teams of subject matter experts, delivering products through the design process to completion.

May engage and oversee the work of external vendors.

Focuses on process improvement, organizational change management, program management and other processes relative to the business.

Leads and manages team in planning and executing business programs.

Serves as the subject matter expert in the functional area and leads programs to meet critical needs.

Communicates and collaborates with customers to analyze and transform needs and goals into functional requirements. Delivers the appropriate artifacts as needed.

Works with operational leaders within the business to provide recommendations on opportunities for process improvements.

Creates business requirements documents, test plans, requirements traceability matrix, user training materials and other related documentations.

Generate and distribute standard reports on schedule

Develop and execute sales optimization strategies for entering new Medicare markets.

Analyze market conditions, regulatory requirements, and competitive landscapes to inform go-to-market strategies.

Work closely with cross-functional teams, including compliance, marketing, and operations, to ensure successful market expansion.

Identify key sales barriers and develop mitigation strategies to enhance performance in new territories.
Reporting & Analytics:

Design and implement sales performance dashboards and reporting frameworks that provide real-time insights into sales effectiveness.

Leverage data analytics to track key performance indicators (KPIs), such as broker engagement, conversion rates, and market penetration.

Provide leadership with data-driven recommendations to enhance sales effectiveness and optimize resource allocation.

Develop predictive models to anticipate sales trends and market fluctuations.
Medicare & Medicaid Market Dynamics:

Conduct in-depth research on how Medicaid and Medicare programs interact at the state level to inform sales strategies.

Stay updated on policy changes, state-level eligibility requirements, and market shifts that impact Dual Special Needs Plans (D-SNP) and other Medicare products.

Collaborate with government affairs and compliance teams to align sales strategies with state and federal regulations.

Support training and development efforts to educate sales teams and broker partners on Medicaid eligibility, transitions, and implications for Medicare sales.
JOB QUALIFICATIONS
REQUIRED EDUCATION :
Bachelor's Degree or equivalent combination of education and experience.
REQUIRED EXPERIENCE/KNOWLEDGE, SKILLS & ABILITIES :

3-5 years of Program and/or Project management experience.

Operational Process Improvement experience.
-
Healthcare experience.
-
Experience with Microsoft Project and Visio.
-
Excellent presentation and communication skills.
-
Experience partnering with different levels of leadership across the organization.
PREFERRED EDUCATION :
Graduate Degree or equivalent combination of education and experience.
PREFERRED EXPERIENCE :
• 5-7 years of Program and/or Project management experience.
• Managed Care experience.
• Experience working in a cross functional highly matrixed organization.
PREFERRED LICENSE, CERTIFICATION, ASSOCIATION :
• PMP, Six Sigma Green Belt, Six Sigma Black Belt Certification and/or comparable coursework desired.

Pay Range: $66,456 - $129,590 / ANNUAL
