Position Summary:
CVS Health is seeking multiple Observability Strategy and Governance Managers to join our technology team and work on a tight-knit team leading enterprise observability governance efforts. Reporting to the Lead Director of Observability Governance, these strategic roles involve overseeing planning and management of our observability platforms, including roadmap planning, program management, standards development, financial management, and business engagement. You will work closely with observability engineering and operations teams, service management, IT operations, and business partners to ensure effective and cost-efficient management of observability tools and platforms. This position is crucial for tracking and rationalizing observability-related spending across the enterprise, managing cost recovery efforts, and ensuring alignment with our business objectives.
Key Responsibilities:

Strategic Planning: Develop and maintain the strategic roadmap for observability platforms. Align observability strategies with overall business and IT objectives to ensure cohesive planning and execution.

Standards Development: Partner with key stakeholders to establish and enforce standards and best practices for the deployment and management of observability tools and platforms, and the instrumentation of applications, platforms, and infrastructure. Ensure enterprise observability platforms, systems, and related controls remain compliant with industry standards, organizational policies, and regulatory requirements.

Collaboration and Communication: Work closely with observability engineering and operations teams, service management, and IT operations. Facilitate effective communication and collaboration across teams to drive observability initiatives.

Financial Management: Track and manage observability-related spending to ensure cost-efficiency. Oversee budget planning, cost recovery, and cost optimization efforts for observability tools and platforms.

Business Engagement: Engage with business partners to understand their observability needs and requirements. Ensure observability solutions align with business goals and deliver value to stakeholders.

Program Management: Lead and manage observability programs, including project planning, execution, and delivery. Coordinate with cross-functional teams to ensure successful implementation of observability initiatives.

Risk Management: Oversee identification and mitigation risks associated with observability platforms and initiatives. Ensure observability solutions remain secure and compliant with company policies and regulatory requirements.

Reporting and Documentation: Maintain comprehensive documentation of observability strategies, programs, and standards. Generate and analyze technical reports on observability platform performance, spending, and program progress. Prepare and present reports and presentations to communicate the observability roadmap, initiatives, spending, and performance to senior management and key stakeholders.

Continuous Improvement: Stay current with industry trends and best practices in observability. Identify opportunities for process optimization and efficiency gains within observability governance.

Communications and Outreach: Develop a communications strategy to inform and educate our user community about standards, products, and processes. Develop an effective knowledge base providing documentation of our products, context on our environments, and a reference to the telemetry configured on their systems. Coordinate training and publish related material to enable our users to understand our products and use them effectively.
These roles are critical to ensuring the effective and efficient management of our observability platforms, aligning them with CVS Health’s strategic goals. The ideal candidates will bring a strategic mindset, strong program management skills, and a commitment to continuous improvement.
Required Skills and Qualifications:

5+ years of experience in technology governance, strategy, operations, or a related field, with a focus on technology standards, service delivery, cost optimization, and process optimization.

5+ years of experience in data and process analysis, with the ability to analyze complex information and present it clearly and concisely to solve a business problem.

Proven experience managing technology budgets and financials, with a strong understanding of cost optimization and recovery practices.
-
Strong sense of team, comfortable working with and supporting teammates, sharing responsibility and accountability to achieve positive outcomes at scale.

Strong organizational and problem-solving skills, with the ability to manage multiple tasks and projects simultaneously.

Real-world experience evaluating and rationalizing applications and tools within an enterprise portfolio.

Familiarity with observability and monitoring tools and practices, and best practices in IT service management.

Experience evaluating technology solutions, with the ability to quickly learn and understand new technology concepts and platform fundamentals.

Excellent project management skills, with experience leading cross-functional teams and managing large-scale IT projects leveraging Agile methodology and the Scaled Agile Framework, especially in matrix-organizations.

Exceptional communication skills, verbal and written, proven experience developing and executing enterprise communications plans for products and services.

Exceptional stakeholder management skills, capable of engaging effectively with both technical and non-technical audiences, facilitating discussion, and driving consensus.

Proficiency in data analysis tools and software, with the ability to manage large datasets and extract actionable insights to enable strategic decision making.

Bachelor degree from accredited university or equivalent work experience (HS diploma + 4 years relevant experience)

The typical pay range for this role is:
$101,970.00 - $203,940.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
