POSITION SUMMARY
This position is responsible for articulating a compelling, actionable strategy and vision for perioperative services across the delivery system, and will inherently provide leadership and subject matter expertise to all perioperative operations within Banner. This leader will have a deep understanding of Banner’s operating model; will be a highly skilled strategic thinker, and collaborator with key stakeholders. This position leads the design, development and implementation of Banner’s perioperative services delivery model. This includes but is not limited to the creation of a strategic plan and subsequent implementation and execution of the work activities to meet the goals and objectives developed within that plan. Assumes responsibility for all aspects of business operations; thoroughly understands and monitors financial performance of all areas as well as oversees the operational and quality components of perioperative operations. Other aligned responsibilities include planning clinical programs, manage the implementation of programs, and evaluate program effectiveness. He/she will also ensure compliance with all state and federal regulations and enforce all procedures, policies, and standards to ensure consistent application and effective operations. Demonstrates sound clinical judgment in the area of clinical practice.
CORE FUNCTIONS

Leads the design, development and implementation of a comprehensive perioperative services delivery system intended to support Banner’s operating model by establishing processes and methodologies dedicated to perioperative operational effectiveness, supply-chain management, clinical effectiveness, personnel management, physician collaboration and support, logistics and fiscal management.

Ensures that there is a streamlined distribution system in place whereby all patients achieve effective, efficient and high quality care in the most cost effective manner. Ensures ease of access, clinical effectiveness and standardization in practice across the care continuum. Develops strategies and plans for utilization of procedures in the most clinically appropriate locations..

Leads the organization’s efforts in establishing evidence-based practices specific to perioperative management through effective resource management and ensuring maximum patient benefit through efficient and effective perioperative standards and practices.

Participates with the Presidents, V.P., CEO’s and Service Line leadership in the development and implementation of strategic planning.

Ensures compliance with all accreditation and regulatory standards for the appropriate agencies (JCAHO, State, AORN, etc.) by understanding agency standards and planning for accreditation compliance.

Develop a strategic plan that ensures the attainment of program objectives through the selection, development, organization, management and evaluation of human resources, maintenance of facilities, equipment, supplies and other required resources.

Builds, hires, trains and leads a highly effective clinical and administrative perioperative management team including clinical policy development and implementation. Provides direct client support related to organization strategy, design and consultation. Fosters a smooth functioning, efficient organization through anticipating problems and the timely and effective resolution of disruptions.

Builds a highly effective, integrated perioperative services platform including development, implementation, oversight and maintenance of the complete Perioperative Management operations and functions to include: PAT, Scheduling, Preoperative, Intraoperative, PACU, Endoscopy and Sterile Services.

This position has a high level of complexity. The position provides system-wide management for the function of perioperative management. Supports senior leadership of the system, region and operational business units. This includes providing oversight for perioperative strategies, initiatives and operations.
MINIMUM QUALIFICATIONS
Expert-level working knowledge of principles, practices, and operations in assigned area of responsibility as normally obtained through the completion of a Bachelor’s Degree in a relevant field and a minimum of five years of progressively responsible managerial experience in designated facility, business entity or area, including a minimum of two years management level experience within a major health care organization, health system setting, or large multi-operational corporate environment in complex industries similar to healthcare.
Depending upon assigned area of responsibility, position may require applicable certifications and/or licensures, including but not limited to: RN; MD or DO; Driver’s License; Certified Healthcare Protection Administrator (CHPA); Certified Protection Professional (CPP); Chartered Property Casualty Underwriter (CPCU); Associate in Risk Management (ARM); CPA; SPHR; Registered Health Information Administrator (RHIA); Registered Health Information Technologist (RHIT); Certified Healthcare Facility Manager (CHFM); Certified Facility Manager (CFM); Certified Coding Specialist (CCS); Certified Professional Coder (CPC); JD from an American Bar Association accredited school; admission to a State Bar Association.
Must demonstrate expert-level knowledge and awareness of area of expertise in designated facility, business entity or area. Experience working in an integrated delivery system, multi-hospital system, or managed care organization in a management level position in assigned area of responsibility. Proven track record of driving successful performance outcomes and accomplishing organizational goals. Experience anticipating and responding to the needs of internal and external customers. Experience managing a budget. Strong financial and business acumen. Knowledge of budgeting and forecasting methodologies. Able to analyze and interpret data. Skilled in building partnerships with management, staff, and stakeholders to achieve department goals and objectives; managing problems and situations where uncertainty is inherent; developing strong, enduring, and trusting relationships; fostering the development of cohesive teams; persuading others to adopt a particular stance on an issue; developing and evaluating best practices and emerging trends for organizational applicability and appropriateness; constructing new and innovative solutions for complex and varying problems and situations while considering the larger perspective or context; mentoring and coaching staff by providing open and honest feedback to enhance performance; developing and implementing strategic goals and initiatives that support organizational success; effectively allocating available resources; utilizing data and information to make informed and appropriate decisions; negotiating win-win scenarios with internal customers and/or outside vendors/partners; developing collaborative relationships with internal and/or external strategic partners and/or other applicable parties.
